Publisher's summary
Cyberweapons and the possibility of cyber conflict - including interference in foreign political campaigns, industrial sabotage, attacks on infrastructure, and combined military campaigns - require policymakers, scholars, and citizens to rethink 21st-century warfare. Yet because cyber capabilities are so new and continually developing, there is little agreement about how they will be deployed, how effective they can be, and how they can be managed.
Authored by leading scholars, the 14 case studies in this volume will help policymakers, scholars, and students make sense of contemporary cyber conflict through historical analogies to past military technological problems.
The chapters are divided into three groups. The first - "What Are Cyber Weapons Like?" - examines the characteristics of cyber capabilities and how their use for intelligence gathering, signaling, and precision striking compares with earlier technologies for such missions. The second section - "What Might Cyber Wars Be Like?" - explores how lessons from several wars since the early 19th century, including the World Wars, could apply - or not apply - to cyber conflict in the 21st century. The final section - "What Is Preventing and/or Managing Cyber Conflict Like?" - offers lessons from past cases of managing threatening actors and technologies.

Story
When we think about the future of war, the military and Washington and most everyone gets it backwards. We think in terms of buying single military systems, such as fighter jets or aircraft carriers. And when we think about modernizing those systems, we think about buying better versions of the same things. But what really matters is not the single system but "the battle network"—the collection of sensors and shooters that enables a military to find an enemy system, target it, and attack it.

War with China is much more likely than anyone thinks. When Athens went to war with Sparta some 2,500 years ago, the Greek historian Thucydides identified one simple cause: A rising power threatened to displace a ruling one. As the eminent Harvard scholar Graham Allison explains, in the past 500 years, great powers have found themselves in "Thucydides's Trap" 16 times. In 12 of the 16, the results have been catastrophic.

Two decades later, the future isn't so bright any more: increasingly, the Internet is used as a weapon and a means of domination by states eager to exploit or curtail global connectivity.

An examination of a world increasingly defined by disorder and a United States unable to shape the world in its image, from the president of the Council on Foreign Relations. Things fall apart; the center cannot hold. The rules, policies, and institutions that have guided the world since World War II have largely run their course. Respect for sovereignty alone cannot uphold order in an age defined by global challenges from terrorism and the spread of nuclear weapons to climate change and cyberspace. Meanwhile, great power rivalry is returning.

For more than four decades he has served as Director of the Office of Net Assessment, the Pentagon's internal think tank, under 12 defense secretaries and eight administrations. Yet Marshall has been on the cutting edge of strategic thinking even longer than that. Covering some of the most pivotal episodes of the last half century and peopled with some of the era's most influential figures, The Last Warrior tells Marshall's story for the first time, in the process providing an unparalleled history of the evolution of the American defense establishment.

Story
Many nations, peoples and special interest groups believe that violence will advance their cause. Warfare has changed greatly since the Second World War; it continued to change during the late 20th century, and this process is still accelerating. Political, technological, social and religious forces are shaping the future of warfare, but most Western armed forces have yet to evolve significantly from the Cold War era when they trained to resist a conventional invasion by the Warsaw Pact.

Story
Many see China's rise as a threat to US leadership in Asia and beyond. Thomas J. Christensen argues instead that the real challenge lies in dissuading China from regional aggression while eliciting its global cooperation. Drawing on decades of scholarship and experience as a senior diplomat, Christensen offers a deep perspective on China's military and economic capacity. Assessing China's political outlook and strategic goals, Christensen shows how nationalism and the threat of domestic instability influence the party's decisions about regional and global affairs.

Story
Russia and China are increasingly revisionist in their regions. The Middle East appears to be unraveling. And many Americans question why the United States ought to lead. What will great power competition look like in the decades ahead? What impact will geopolitics have on globalization? And what strategy should the United States pursue to succeed in an increasingly competitive world? In this book, Thomas Wright explains how major powers will compete fiercely even as they try to avoid war with each other.
