Phil Keuhlen is a retired U.S. Navy submariner and nuclear field senior manager. He writes on governance and military affairs. His articles have appeared in Real Clear Defense, American Greatness, The Brownstone Institute, Armed Forces Press and The Patriot Post. A graduate of the United States Naval Academy and the Naval Postgraduate School, his perspective is informed by family, education, and over 40 years of management experience in the complete life cycle of submarines, nuclear reactors, national laboratories, processing plants, and high hazard NBC waste sites. His experience spans technology development; project management; operations and maintenance; safety, health and quality; and decommissioning, decontamination and disposal. He served as Commanding Officer, USS Sam Houston (SSN 609), a special operations nuclear submarine, and Personnel Plans and Policy Director (Training) for the Pacific Fleet Submarine Force. His awards include the Meritorious Service Medal, Navy Commendation Medal, Navy Expeditionary Medal, Navy Unit Commendation and Meritorious Unit Commendation.
