Publisher's summary
Our surveillance state was born in the brain of Admiral John Poindexter in 1983. Poindexter, President Ronald Reagan's national security adviser, realized that the United States might have prevented the terrorist massacre of 241 Marines in Beirut if only intelligence agencies had been able to analyze in real time data they had on the attackers. Poindexter poured government know-how and funds into his dream - a system that would sift reams of data for signs of terrorist activity. Decades later, that elusive dream still captivates Washington.
After the 2001 attacks, Poindexter returned to government with a controversial program, called Total Information Awareness, to detect the next attack. Today it is a secretly funded operation that can gather personal information on every American and millions of others worldwide. But Poindexter's dream has also become America's nightmare. Despite billions of dollars spent on this digital quest since the Reagan era, we still can't discern future threats in the vast data cloud that surrounds us all. But the government can now spy on its citizens with an ease that was impossible - and illegal - just a few years ago.
Drawing on unprecedented access to the people who pioneered this high-tech spycraft, Shane Harris shows how it has shifted from the province of right-wing technocrats to a cornerstone of the Obama administration's war on terror. Harris puts us behind the scenes and in front of the screens where 21st-century spycraft was born. We witness Poindexter quietly working from the private sector to get government to buy in to his programs in the early '90s. We see an Army major agonize as he carries out an order to delete the vast database he's gathered on possible terror cells - and on thousands of innocent Americans - months before 9/11. We follow General Mike Hayden as he persuades the Bush administration to secretly monitor Americans based on a flawed interpretation of the law.

Story
Spies is the history of the secret war that Russia and the West have been waging for a century. Espionage, sabotage, and subversion were the Kremlin’s means to equalize the imbalance of resources between the East and West before, during, and after the Cold War. There was nothing “unprecedented” about Russian meddling in the 2016 US presidential election. It was simply business as usual, new means used for old ends.

The Perfect Weapon is the startling inside story of how the rise of cyberweapons transformed geopolitics like nothing since the invention of the atomic bomb. Cheap to acquire, easy to deny, and usable for a variety of malicious purposes, cyber is now the weapon of choice for democracies, dictators, and terrorists. Two presidents - Bush and Obama - drew first blood with Operation Olympic Games, which used malicious code to blow up Iran’s nuclear centrifuges, and yet America proved remarkably unprepared when its own weapons were stolen from its arsenal.

Story
In 2014, the world witnessed the start of a mysterious series of cyberattacks. Targeting American utility companies, NATO, and electric grids in Eastern Europe, the strikes grew ever more brazen. They culminated in the summer of 2017, when the malware known as NotPetya was unleashed, penetrating, disrupting, and paralyzing some of the world's largest businesses—from drug manufacturers to software developers to shipping companies. At the attack's epicenter in Ukraine, ATMs froze. The railway and postal systems shut down. Hospitals went dark.

Story
The visionary chemist Sidney Gottlieb was the CIA’s master magician and gentlehearted torturer - the agency’s “poisoner in chief.” As head of the MK-ULTRA mind control project, he directed brutal experiments at secret prisons on three continents. He made pills, powders, and potions that could kill or maim without a trace - including some intended for Fidel Castro and other foreign leaders. He paid prostitutes to lure clients to CIA-run bordellos, where they were secretly dosed with mind-altering drugs. His experiments spread LSD across the United States.

Zero day: a software bug that allows a hacker to break into your devices and move around undetected. One of the most coveted tools in a spy's arsenal, a zero day has the power to silently spy on your iPhone, dismantle the safety controls at a chemical plant, alter an election and shut down the electric grid (just ask Ukraine). For decades, under cover of classification levels and non-disclosure agreements, the United States government became the world’s dominant hoarder of zero days.

If anyone could be considered a Russian counterpart to the infamous British double-agent Kim Philby, it was Oleg Gordievsky. The son of two KGB agents and the product of the best Soviet institutions, the savvy, sophisticated Gordievsky grew to see his nation's communism as both criminal and philistine. He took his first posting for Russian intelligence in 1968 and eventually became the Soviet Union's top man in London, but from 1973 on he was secretly working for MI6.

Mindf*ck goes deep inside Cambridge Analytica’s "American operations", which were driven by Steve Bannon’s vision to remake America and fueled by mysterious billionaire Robert Mercer’s money, as it weaponized and wielded the massive store of data it had harvested on individuals - in excess of 87 million - to disunite the United States and set Americans against each other. Bannon had long sensed that deep within America’s soul lurked an explosive tension. Cambridge Analytica had the data to prove it.

Story
This book says outright what many have merely hinted at: that President George W. Bush knowingly misused the findings of the erroneous and incompetent U.S. intelligence community to provide a pretext for war with Iraq. The author hones in on the systematic weaknesses of the intelligence agencies that caused them to ignore the crucial signs leading up to the attacks of 9/11.

When the towers fell on September 11, 2001, nowhere were the reverberations more powerfully felt than at CIA headquarters in Langley, Virginia. Almost overnight, the intelligence organization evolved into a warfighting intelligence service, constructing what was known internally as "the Program": a web of top-secret detention facilities intended to help prevent future attacks on American soil and around the world. Important context for privacy debate
Shane Harris does such a good job of explaining the rationale behind the creation of the modern US surveillance state and the motivations of the people who created it that in the end I felt it was lacking compelling arguments against such domestic spying. Despite that, the book does chronicle the rapid erosion of protections for US persons in the face of comprehensive government eavesdropping. I heartily recommend this book to anyone seeking a better understanding of privacy and surveillance issues.
