Il "Tomo 1 - Fantine" ruota attorno al personaggio di Jean Valjean, condannato ai lavori forzati per aver rubato un pezzo di pane. Dopo 19 anni nel bagno penale di Tolone viene scarcerato ma è scacciato da tutti a causa del suo passato da galeotto; incontra però il buon vescovo di Digne, Bienvenue Myriel, che l'aiuta a redimersi.
Dopo qualche anno è nella città di Montreuil-sur-mer sotto il falso nome di Madeleine dove apre una fabbrica e diventa ricco, ed è tanto amato e rispettato da essere eletto sindaco. Nella vicenda di Valjean si inserisce la figura di Fantine, sfortunata ragazza-madre costretta dalla miseria a lasciare la figlia Cosette nella locanda dei loschi Thénardier, e, rimasta disoccupata dalla fabbrica di Madeleine, per garantire alla sua bambina un futuro migliore arriva a vendersi capelli e denti incisivi, e infine a prostituirsi. Dopo essere venuto a conoscenza della disgraziata vita di Fantine, ormai molto malata, Valjean/Madeleine cerca di aiutarla ricoverandola nel suo ospedale.
Nel frattempo giunge in città un ispettore di polizia, Javert, il quale sospetta la reale identità del sindaco. Saputo da Javert che un uomo creduto Jean Valjean è stato catturato, e rischia di essere incriminato e condannato ai lavori forzati a vita, Valjean/Madeleine, pur se molto combattuto, si risolve infine a costituirsi rivelando la propria identità per salvare l'innocente; incarcerato di nuovo, riesce ad evadere, intenzionato a prendersi cura di Cosette dopo la morte di Fantine.
