2024年2月17日、日本のあらたな主力ロケットとして開発された「H3」の2号機がはじめて打ち上げに成功した。遡ること約1年前の2023年3月の初号機打ち上げでは2段エンジンに着火せず失敗。搭載した地球観測用衛星「だいち3号」を喪失する結果となった。
JAXA や三菱重工などは原因究明と対策を1年の時間をかけて講じ、2号機打ち上げに成功する。当初2020年初号機打ち上げ予定として開発が計画されたH3は、3年遅れでようやく実用化に目途がたったのだった。
しかしH3の遅れは3年だけではない。じつは、その技術的遅延は7年近いのだ。
成功率9割超を誇ったH ーⅡAの後継は、2010年くらいには開発を始めるという前提で動いていたが、着手にも遅延が発生したのだ。実際にスタートできたのは2014年。その後も開発段階で紆余曲折があり、2024年に成功へたどりついたことは記憶に新しい。
2000年代から2010年代にかけてといえば、世界ではさまざまなスペースベンチャーが勃興する時代であった。たとえば、イーロン・マスクが興したスペースXは大胆不敵な発想でファルコン9の開発と商業利用に成功する。背景にはソ連崩壊とスペースシャトル計画に端を発する、アメリカをはじめとする諸外国で起きた宇宙開発を「官から民」へチェンジする流れがあった。それが、イーロン・マスクの宇宙への情熱と狂気を育む下地となったのである。
一方日本はそのとき、なにをしていたのか。
内閣府が主導した体制改革、そして文科省と経産省の権限争いであった。
本書では、なぜ宇宙開発が「官から民」へと変化することになったのか、それでいったいなにがかわったのかを読み解く。同時に、並みいるスベース・ベンチャーのなかでいかにスペースXが宇宙開発の牽引役となっていったのか、その強さと合理性を分析。そのうえで、日本の宇宙開発行政の問題点と、今後をどうしていくべきかを探っていく。
