The National Council of the Arts sponsored a competition. Composers from all over the world entered their compositions of an original operetta. The composer expected to win, Mancini, was murdered. The Mancini case has baffled the homicide division of the Kansas City police department for the past year. Detective Mark Johnson gets an anonymous tip and is hopeful that he can finally solve it.

Detective John Bloom for the town of Letterson unearths a mystery when a family of three are found drowned in their car. As he investigates, he finds that it was no ordinary car and someone still wants it to remain under water some 50 years later.
