Around noon on January 15, 1919, a group of firefighters were playing cards in Boston's North End when they heard a tremendous crash. It was like, "a roaring surf," one of them said later. Like, "a runaway two-horse team smashing through a fence," said another. A third firefighter jumped up from his chair to look out a window - "Oh my God!" he shouted to the other men, "Run!" A 50-foot-tall steel tank filled with 2.3 million gallons of molasses had just collapsed on Boston's waterfront, disgorging its contents as a 15-foot-high wave of molasses that at its outset traveled at 35 miles an hour.

The shock doctrine is the unofficial story of how the "free market" came to dominate the world, from Chile to Russia, China to Iraq, South Africa to Canada. But it is a story radically different from the one usually told. It is a story about violence and shock perpetrated on people, on countries, on economies. About a program of social and economic engineering that is driving our world, that Naomi Klein calls "disaster capitalism."

Hurricane Katrina made landfall in New Orleans on August 29, 2005, but the decisions that caused the disaster extend across the 20th century. After the city weathered a major hurricane in 1915, its Sewerage and Water Board believed that developers could safely build housing away from the high ground near the Mississippi. The Esperanza Fire started October 26, 2006, in the San Jacinto Mountains above the Banning Pass near Cabazon, California. It destroyed 41,000 acres and dozens of homes and cost the taxpayers $16 million dollars. But by far the highest costs of the conflagration were the lives of the five-man crew of Engine 57, the first engine crew ever killed fighting a wildland blaze. Fire and superheated gases had erupted in a freak "area ignition," sending flames racing across three-quarters of a mile in mere seconds, engulfing the crew and the house they were defending.

After the Oklahoma City bombing in 1995, Susannah Charleson was so impressed by the newspaper photo of an exhausted handler and his search-and-rescue dog that she decided to train a dog of her own. A dog lover and pilot with search experience herself, Charleson got Puzzle, a strong, bright Golden Retriever, who from the start, exhibited a unique aptitude for search-and-rescue work. On June 12, 1972, a powerful explosion rocked American Airlines Flight 96 a mere five minutes after its takeoff from Detroit. The explosion ripped a gaping hole in the bottom of the aircraft and jammed the hydraulic controls. Miraculously, despite the damage and ensuing chaos, the pilots were able to land the plane safely. Less than two years later, on March 3, 1974, a sudden, forceful blowout tore through Turk Hava Yollari (THY) Flight 981 from Paris to London. THY Flight 981 was not as lucky as Flight 96: it crashed in a forest in France.

With temperatures rising and the risk of disasters growing, our world is increasingly vulnerable. Most people see disasters as freak, natural events that are unpredictable and unpreventable. But that simply isn’t the case - disasters are avoidable, but when they do strike, there are strategic ways to manage the fallout.

Since the Chornobyl nuclear disaster, the area remains a toxic, forbidden wasteland. The zone has become a place for meditation at the edge of geography where you can lose yourself. As with all dangerous places, this terra incognita attracts a wild assortment of adventurers. Markiyan Kamysh, whose father was an on-site disaster liquidator, works as a "stalker," guiding people who dare to venture into the disaster area for thrills. Kamysh tells us about thieves who hide in the abandoned buildings, the policemen who chase them, and the romantic utopists who have built families here.
