Policymakers and citizens disagreed about the scale of civil defense programs and other public safety measures. On a tranquil summer night in July 2012, a trio of elderly peace activists infiltrated the Y-12 National Security Complex in Oak Ridge, Tennessee. Their solution became the Juul, a sleek, modern device that could vaporize nicotine into a conveniently potent dosage.
