Piracy History

For many, the colonial story of Australia starts with Captain Cook's discovery of the east coast in 1770, but it was some 164 years before his historic voyage that European mariners began their romance with the immensity of the Australian continent. Between 1606 and 1688, while the British had their hands full with the Gunpowder Plot and the English Civil War, it was highly skilled Dutch seafarers who discovered and mapped the majority of the vast, unknown waters and land masses in the Indian and Southern Oceans.

In 1819, the 240-ton Essex set sail from Nantucket on a routine voyage. Fifteen months later, in the farthest reaches of the South Pacific, it was repeatedly rammed and sunk by an 80-ton bull sperm whale. Its 20-man crew, fearing cannibals on the islands to the west, made for the 3,000-mile-distant coast of South America in three tiny boats. During 90 days at sea under horrendous conditions, the survivors clung to life as one by one, they succumbed to hunger, thirst, disease, and fear.

Lighthouses are striking totems of our relationship to the sea. For many, they encapsulate a romantic vision of solitary homes amongst the waves, but their original purpose is much more utilitarian than that. Still today we depend upon their guiding lights for the safe passage of ships. Nowhere is this truer than in the rock lighthouses of Great Britain and Ireland, a ring of 19 towers built between 1811-1905, so called because they were constructed on desolate rock formations in the middle of the sea, and made of granite to withstand the power of its waves.

Britain desperately needed that sunken treasure, but any salvage had to be secret, since the British government dared not alert the Germans to the presence of the gold. Two Years Before the Mast, written by Richard Henry Dana, provides a vivid account of "the life of a common sailor at sea". Dana sails from Boston, around Cape Horn, stopping in several ports along the California coast including San Diego, San Pedro, Santa Barbara, and San Francisco. On the return trip around Cape Horn in the middle of the Antarctic winter Dana describes terrifying storms and incredible beauty, giving vivid descriptions of icebergs and the scurvy that afflicts members of the crew.

Conflicts over specific rules lie at the heart of the disputes, which are about much more than sovereignty over islands and rocks in the South and East China Seas. Instead, the main contests concern the strategic maritime space associated with those islands. To consolidate control over this vital maritime space, China's leaders have begun to implement "China's law of the sea": building domestic legal institutions, bureaucratic organizations, and a naval and maritime law enforcement apparatus to establish China's preferred maritime rules on the water and in the diplomatic arena.
