Every Friday, Secretary Thomas Modly wrote a personal message to the entire department, regardless of rank. Those messages were called SECNAV Vectors. Each Vector was intended to clearly communicate his priorities and to establish a rapport with all levels of the organization. The subject of each Vector was inspired by ongoing events that occurred in real time. As these events unfolded, the secretary’s unyielding emphasis on being prepared for the unpredictable was proven to be prescient as the navy found itself, unintentionally, in the center of the Covid-19 crisis.

In its voracious hunger to fill its decks and spars with the bodies of strong young sailors, the nineteenth century US Navy and the commercial maritime industry welcomed eccentrics, criminals, outcasts, and misfits into a community of the marginalized, one that held very different values and expectations than the towns and villages from which the young men fled, a community that offered a tentative refuge to men who were sexually attracted to other men. On June 19, 1864, just off the coast of France, one of the most dramatic naval battles in history took place. On a clear day with windswept skies, the dreaded Confederate raider Alabama faced the Union warship Kearsarge in an all-or-nothing fight to the finish, the outcome of which would effectively end the threat of the Confederacy on the high seas.

They think precautions are being taken but never check to see if they are. A key intelligence officer wants more warnings sent, but he is on the losing end of a bureaucratic battle and can't get the message out. The Battle of Dunkirk, in May/June 1940, is remembered as a stunning defeat yet a major victory as well. The Nazis had beaten back the Allies and pushed them across France to the northern port of Dunkirk. In the ultimate race against time, more than 300,000 Allied soldiers were daringly evacuated across the Channel. This moment of German aggression was used by Winston Churchill as a call to Franklin Roosevelt to enter the war.

On the night of February 17, 1864, the tiny Confederate submarine HL Hunley made its way toward the USS Housatonic just outside Charleston harbor. Within a matter of hours, the Union ship’s stern was blown open in a spray of wood planks. The explosion sank the ship, killing many of its crew. And the submarine, the first ever to be successful in combat, disappeared without a trace. For 131 years the eight-man crew of the HL Hunley lay in their watery graves, undiscovered.

When Thomas Jefferson became president in 1801, America faced a crisis. The new nation was deeply in debt and needed its economy to grow quickly, but its merchant ships were under attack. Pirates from North Africa's Barbary coast routinely captured American sailors and held them as slaves, demanding ransom and tribute payments far beyond what the new country could afford.

Through a study of history, Alfred Thayer Mahan concluded that six key factors influence a nation’s development as a sea power. Mahan also argued that command of the sea is valuable in both peace and war and that, during conflict, concentrating one’s fleet for decisive battle is key. Mahan’s ideas gained popularity among the major world powers in the late 19th century and continue to influence naval strategy today.

Whilst the Kriegsmarine's surface fleet, restricted for much of the period after 1919 by the terms of the Versailles Treaty, was relatively small in comparison to the Royal Navy, it did possess a number of highly potent battleships and other capital vessels that could - and did - pose a major threat to British interests in the North Atlantic and Arctic Ocean. Amongst the most powerful were the two battleships - the Bismarck and the Tirpitz.

In October 1941, the British Admiralty based a surface strike force in Malta to attack Axis sea lanes between Italy and Africa. Aided by Ultra intelligence, submarines, and bombers based in Malta, this force dominated the Central Mediterranean. From the end of October through the middle of December 1941, less than a third of the supplies shipped from Italian ports arrived in Libya. Shortages of ammunition and fuel finally compelled the Afrika Korps to retreat 400 miles. Then, in the space of 30 hours, this all changed.
