The protection of cyberspace has become a vital national interest because of its importance both to the economy and to military power. An attacker may tamper with networks to steal information for money or to disrupt operations. Future wars are likely to be carried out, in part or perhaps entirely, in cyberspace. It might therefore seem obvious that maneuvering in cyberspace is like maneuvering in other media, but nothing would be more misleading. Cyberspace has its own laws.

In 1954, the US Air Force launched an ambitious program known as WS-117L to develop the world's first reconnaissance satellite. The goal was to take photographic images from space and relay them back to Earth via radio. Because of technical issues and bureaucratic resistance, however, WS-117L was seriously behind schedule by the time Sputnik orbited Earth in 1957 and was eventually cancelled. During the First World War the U.S. Department of Justice, using the newly passed Espionage Act and its later Sedition Act amendment, prosecuted and won the convictions of many who opposed America’s entry into the conflict. Historian William H. Thomas Jr. shows that the Justice Department did not stop at this official charge but went much further, paying cautionary visits to suspected dissenters, pressuring them to express support of the war effort, or intimidating them into silence.
