Berlin, 1931. A power struggle is taking place in Berlin’s underworld. The American gangster Abraham Goldstein is in residence at the Hotel Excelsior. As a favour to the FBI, the police put him under surveillance, with Detective Gereon Rath on the job. As Rath grows bored and takes on a private case for his seedy pal Johann Marlow, he soon finds himself in the middle of a Berlin street war. Meanwhile Rath’s on-off girlfriend, Charly, lets a young woman she is interrogating escape, and soon her investigations cross Rath’s from the other side.

In the West End, a renowned Italian escape artist dies spectacularly on stage during a performance - immolated in a gleaming copper cauldron of his wife’s design. In Cambridge, the runaway daughter of a famous don is found drowned, her long blonde hair tangled in the Jesus Lock on the River Cam. And in Baker Street, a mysterious locksmith exacts an unusual price to open a small silver box sent to Watson.

The suspect has taken the wife hostage, threatening to kill her and her maid unless Rutledge takes charge of the investigation. Although the case painfully mirrors Rutledge's own past and the love he lost to another man, he cannot refuse it.

Ethel Harding, a prostitute struggling to survive both the cold streets and the Torso Killer, takes refuge with a devout missionary sect - only to find that its righteous facade conceals the darkest of secrets. Sixty years later, the police find the butchered body of Alfred Wiley in the woods. But before his daughter, Kris, can even identify the remains, things he never told her begin to surface one by one.

Passions are so enflamed that Thomas Pitt, shrewd mainstay of the London police, has been ordered not to solve a crime but to prevent a national disaster. The aristocratic Tory candidate—and Pitt’s archenemy—is Charles Voisey. The Liberal candidate is Aubrey Serracold, whose wife’s dalliance with spiritualism threatens his chances.

When midwife Sarah Brandt visits Little Italy to check up on a new mother who delivered her baby just the day before, she finds the young woman dead. The family insists that the death was from complications of childbirth. Sarah disagrees. So does the woman's own mother, an Irishwoman who spreads the story that the girl was murdered by her Italian in-laws, the Ruoccos - an accusation that inflames tensions between the two immigrant groups.

After bombs explode during an anarchist attack in Long Spoon Lane, two of the culprits are captured and the leader is shot... but by whom? As Thomas Pitt of the Special Branch delves into the case, he finds that there's more to the terrorism than the brutality of misguided idealists. Clues suggest that Inspector Wetron is the mastermind.
