Nachdem Martin und sein Bruder Georg ihre Arbeit im Vergnügungspark gekündigt haben, bleibt ihnen heute viel Zeit, um das Fliegen zu üben. Mutig springt Martin von der Spitze der Aussichtswarte ab und fängt sich nach ein paar Flügelschlägen auf. Er kann wieder fliegen! Ob seinem Bruder Georg das auch gelingt? Ängstlich lässt er sich in die Tiefe fallen.

Zum ersten Mal fliegen die Kinder auf den Drachen Martin und Georg. Während des "Spazierflugs" landen die Drachen auf dem Sendeturm und verursachen dadurch eine Sendestörung beim Fernsehen. Der Sendeturmbeobachtungsmeister Herr Mechtel will herausfinden, was los ist und klettert die Leiter zum Sendeturm hinauf. Was er da sieht, kommt ihm wie ein Traum vor.

Im Vergnügungspark ist heute nichts los - bei Regen kommt kein Mensch und will mit der Grottenbahn und der Geisterbahn fahren. Georg überredet den Martin daher, früher von der Arbeit heimzugehen. Doch Martins Chef Herr Doleschal findet das überhaupt nicht lustig. Wütend ruft er bei Martin zu Hause an.

Die Geschwister Franzi und Schurli lernen den Drachen Martin und seinen Bruder Georg kennen. Zuerst glaubt der Schurli, dass Martin ein Krokodil ist. Aber als der Martin aus dem Wasser steigt, sieht er doch alles andere als nach einem Krokodil aus...

Während die Polizei weiterhin auf der Suche nach den Kindern und den Drachen ist, besuchen diese gemeinsam mit Herrn Mechtel eine Kinovorstellung und lassen es sich im Wirtshausgarten bei Apfelstrudel und Schlagobers gutgehen. Plötzlich steht ein Feuerwehrmann neben ihnen, der die Kinder mitnehmen will. Als diese sich weigern mitzukommen, ruft der Feuerwehrmann die Polizei.

Auf ihrer Flucht vor der Polizei beschließen die Kinder, die Drachen und der Herr Mechtel, zu den Europameisterschaften im Drachenfliegen zu fliegen. Die Kinder wollen dort gerne mitmachen. Sie kommen gerade noch rechtzeitig, um sich anzumelden. Weil jedoch nur noch eine einzige Startnummer offen ist, müssen die Kinder untereinander auslosen, wer von ihnen beiden mitfliegen darf.
