Ordered to relieve an alcoholic skipper, Dan finds he has inherited a damaged ship, an untrustworthy crew, and an ambiguous mission. He is to take the USS Oliver C. Gaddis, soon to become the PNS Tughril, on her final voyage to be donated to Pakistan. But in Kirachi, Dan gets new orders: take Gaddis still further east, and operate against modern pirates preying on commercial shipping in the remote, dangerous South China Sea.

Bobby MacPherson, seaman second class, only 17 years old and freshly graduated from radio operator school, was naively excited by his assignment to the submarine S-37 stationed with the Asiatic Fleet. The exotic places providing bases for the American Navy - Manila, Shanghai, Tsingtao - and their strange cultures, histories, and people engaged his driving curiosity and sharp mind.

Conflicts over specific rules lie at the heart of the disputes, which are about much more than sovereignty over islands and rocks in the South and East China Seas. Instead, the main contests concern the strategic maritime space associated with those islands. To consolidate control over this vital maritime space, China's leaders have begun to implement "China's law of the sea": building domestic legal institutions, bureaucratic organizations, and a naval and maritime law enforcement apparatus to establish China's preferred maritime rules on the water and in the diplomatic arena.
