In February 1793, in the wake of the War of American Independence and one year after British prime minister William Pitt the Younger had predicted fifteen years of peace, the National Convention of Revolutionary France declared war on Great Britain and the Netherlands. France thus initiated nearly a quarter century of armed conflict with Britain. During this fraught and still-contested period, historian Nathaniel Jarrett suggests, Pitt and his ministers forged a diplomatic policy and military strategy that envisioned an international system anticipating the Vienna settlement of 1815.

For many, their only hope of salvation came in the form of a small, bespectacled British man: Frank Foley. Working as a Berlin Passport Control Officer, Foley helped thousands of Jews to flee the country with visas and false passports, personally entering the camps to get Jews out, and sheltering those on the run from the Gestapo in his own apartment. Described by a Jewish leader as "the Pimpernel of the Jews," Foley was an unsung hero of the Holocaust.

The joint British and US campaigns in the European theater of operations during World War II rank among the most impressive examples of coalition warfare in history. In just eighteen months, the US and British armies integrated their planning, intelligence, and command structures more thoroughly than any previous alliance.
