On April 20, 1999, Dylan Klebold and Eric Harris, two seniors at Columbine High School in Littleton, Colorado, walked into their school and shot to death twelve students and one teacher, and wounded many others. It was the worst single act of murder at a school in U.S. history.

From the time Courtney E. Martin strapped her daughter, Maya, to her chest for long walks, she was curious about Emerson Elementary, a public school down the street from her Oakland home. She learned that White families in their gentrifying neighborhood largely avoided the majority-Black, poorly-rated school. As she began asking why, a journey of a thousand moral miles began. Learning in Public is the story, not just Courtney’s journey, but a whole country’s.

The last "Indian War" was fought against Native American children in the dormitories and classrooms of government boarding schools. Only by removing Indian children from their homes for extended periods of time, policymakers reasoned, could white "civilization" take root while childhood memories of "savagism" gradually faded to the point of extinction. In the words of one official: "Kill the Indian and save the man."

Since Brown v. Board of Education in 1954 Americans have viewed school integration as a central tenet of the Black civil rights movement. Yet, school integration was not the only - or even always the dominant - civil rights strategy. At times, African Americans also fought for separate, Black-controlled schools dedicated to racial uplift and community empowerment.

In 1979, Brenda Spencer, a seemingly average teenage girl living in a nice suburban neighborhood, made and executed plans that would place her in infamy and set a violent and terrifying national precedent. She recieved a rifle for Christmas and a month later set her sights and opens fire on the elementary school across the street. The event is forever glorified by the song "I Don't Like Mondays" by The Boomtown Rats and marks the bloody beginning of the American phenomenon of school shootings.

In the first half of the 20th century, Dunbar was an academically elite public school, despite being racially segregated by law. By the 1950s, Dunbar High School was sending 80 percent of its students to college. Today, as with too many troubled urban public schools, the majority of Dunbar students struggle with reading and math. Journalist and author Alison Stewart, whose parents were both Dunbar graduates, tells the story of the school’s rise, fall, and path toward resurgence.

The problem isn’t that liberal authors present their opinions or interpretations of history from an obvious left-wing bias. Students learn, for example, that the Founding Fathers were elitists who drafted the Constitution in order to protect their own economic interests; that Lincoln issued the Emancipation Proclamation only because he needed black soldiers; that racist groups such as the KKK represented our society in the early twentieth century.

When John U. Bacon played for the Ann Arbor Huron High School River Rats, he never scored a goal. Yet somehow, years later he found himself leading his alma mater’s downtrodden program. How bad? The team hadn’t won a game in over a year, making them the nation’s worst squad. With almost everyone expecting more failure, Bacon made it special to play for Huron by making it hard, which inspired the players to excel. Then he defied conventional wisdom again by putting the players in charge of team discipline, goal-setting, and even decision-making—and it worked.

Outside Atlanta, a middle-class Black family faces off with a school system seemingly bent on punishing their teenage son. North of Dallas, a conservative white family relocates to an affluent suburban enclave, but can’t escape the changes sweeping the country. On Chicago’s North Shore, a multiracial mom joins an ultraprogressive challenge to the town’s liberal status quo. In Compton, California, whose suburban roots are now barely recognizable, undocumented Hispanic parents place their gifted son’s future in the hands of educators at a remarkable elementary school.

In this book, Osborne uses compelling stories from cities like New Orleans and lays out the history and possible future of public education. Ultimately, he uses his extensive research to argue that, in today's world, we should treat every public school like a charter school and grant them autonomy, accountability, diversity of school designs, and parental choice.
