At the same time that the Civil Rights Movement brought increasing opportunities for blacks, the United States liberalized its immigration policy. Late on the evening of October 16, 1859, John Brown and his band of 18 raiders descended on Harpers Ferry at the confluence of the Potomac and Shenandoah Rivers.
