The work of Belgium and its former colonial administrators has recently been subjected to criticism, often unjust and driven either by ignorance and misunderstanding or, more frequently, by political calculation aimed at finding a scapegoat for the mismanagement and shortcomings that followed.
I wanted to respond, while I still can, by simply recounting, without any intention of controversy, my life and work in Rwanda first, and then in Burundi, up until their independence.
This endeavor is directed not only at my loved ones but also at those who wish to understand, including researchers and especially the Africans who have requested it.
The narratives in this book trace the various stages of my work as a territorial administrator in our trust territories. I aim to bear witness to what our work and dedication truly entailed—focused entirely on the progress and well-being of the populations entrusted to us. This is all based on my personal documentation and field journals, which have enabled me to accurately pinpoint the dates and locations of the events described.
Louis Jaspers was born on February 20, 1928. He completed his secondary education at the Royal Athenaeum in Maaseik and attended the Colonial University in Antwerp from 1946 to 1950. His colonial career included roles as Territorial Administrator in Kibungo, Rwanda (1952); Kibuye (1953); Nyanza (1956); Colonial Attaché in British East Africa (Kampala, 1960); Congo (1967). Later, as a career diplomat, he served as Economic Advisor in Paris (1971); Political Advisor in Kinshasa (1974); Consul General in Strasbourg (1976); Ambassador in Dar es Salaam, Tanzania (1980); Islamabad, Pakistan (1985); and Honorary Consul in Perpignan (1991 to October 2004).
